

Msgr. Pugh received his education at St. Peter Prince of the Apostles parish school, a graduate of Central Catholic High School, St. John and Assumption Seminaries.
He studied in Rome at the North American College, the Vatican, and the Gregorian University, Rome Italy.
Msgr. Pugh was ordained at the Vatican on December 18, 1960 and celebrated his first Mass at St. Peters in the Vatican. His first assignment was at Espada Mission San Antonio. Other parishes served were in Seguin, Hallettsville, La Coste and Nixon.
San Antonio parishes included Immaculate Conception, St. Dominic, St. Gregory, St. Ann and St. Patrick.
He was appointed Vicar General of the San Antonio Archdiocesan by Archbishop Patrick Flores in 1981. Always a Priest of the people, he was the initial incorporator of community developments in San Antonio, Seguin, Hallettsville, and Nixon.
Survivors include his sister, Patsy Ragland Sullivan and husband, James E., Sr.; nephew, Robert Tayloe Ragland and wife, Ginny, Tyler, TX; nieces, Jennifer Zebak and husband, Dean, Houston, TX and Kendall Biehl and husband, Chris, San Antonio, TX.
