

Following graduation from high school, Jim attended Baylor University where he received his degree in finance. It was there that he met Marilee Ockander and married in 1955 and moved to San Antonio, Texas. Jim and Marilee have two sons, Michael James Seal, and Mark Anton Seal.
After graduating from Baylor, he attended classes at the Wharton School of finance in Philadelphia, PA in preparation for his life long employment as an Investment Banker for M.E. Allison & Co., Inc. in San Antonio, Texas. In his 51 years with the firm he was financial advisor to many municipalities across the State of Texas including clients such as the City of San Antonio, Bexar County, North East Independent School District, City of Corpus Christi and the Port Authority of Corpus Christi to highlight a few.
He had expertise in all areas of municipal finance and secured billions of dollars in financing for public improvements including, public safety, schools, utility systems, nursing homes, hospitals, and housing. He was one of the original organizers of the Bexar County Health Facilities Development Corporation and the Bexar County Housing Finance Corporation, which provided affordable healthcare and housing in the community. He was chair of the original Board of Directors of the Bexar Appraisal District from 1980-1988 in which the current mass appraisal system for Bexar County was developed.
As a leader in his industry, he was elected by his peers to serve on the Board of the Municipal Advisory Council of Texas. Respected by his community he was elected to the City Council in Windcrest, Texas, where he served as councilman for four years, and then, was elected as Mayor in 1971 and served two terms until 1977.
As a cherished leader in his community he was honored with having a street named after him that leads to the City Park and little league fields he constructed during his term. He served as a member of the Windcrest Volunteer Fire Department and stayed involved in the community until his passing.
As a member of Trinity Baptist Church for over 50 years, he taught Sunday school and was a basketball coach and volunteer for the youth church camps.
Jim is survived by his beloved wife, Marilee Ockander Seal; his sons, Michael James Seal, Mark Anton Seal and his wife, Julie Ann Seal; grandchildren: Ashley Ann Seal, Amie Lee Seal, Michael James Seal, Jr., and Wyatt Anton Seal; his sister, Gladys Page and husband, Jack; nieces, Jan Slavin and Becky Packard and their families. He is also survived by scores of friends whom he dearly loved. He will be tremendously missed and always remembered.
Visitation will be on Friday, March 9th from 5:00 P.M. to 8:00 P.M. at Porter Loring on McCullough.
Pallbearers are Dr. Bill Mueller, Dr. George Parma, Bill Love, Steve Takas, Tom Winn and Joe Cochran. Honorary Pallbearers are Al Allison, Gerald Theis and Jack Page.
After interment, a reception will follow at Trinity Baptist Church.
