Gene went on to graduate from George Washington University in Washington, D.C., in June 1969, earning a bachelor’s degree in political science. It was during his time at GWU that he met fellow student and love of his life, Nancy Rossi of Princeton, New Jersey. They married later that year, beginning a beautiful union that spanned 56 years.
Gene embarked on a distinguished career in Foreign Service in July 1969, serving as an analyst and later as an Operations Officer. Though he briefly attended GWU Law School, he left to embrace overseas
assignments that shaped his impactful diplomatic career. Over the years, Gene served in numerous international posts, including Khartoum, Sudan; Addis Ababa, Ethiopia; Rome, Italy; Riyadh, Saudi Arabia; and Lusaka, Zambia. He also held domestic roles in Washington, D.C., and Atlanta, Georgia. During one of those postings in Washington, he also earned a master’s degree in international Affairs from American University in DC.
During his 36-year career of government service, Gene received numerous medals, awards, and certificates of exceptional service in hazardous areas. After formal retirement from the government service, Gene served as a civilian contractor for an additional six years. During this time, he also became a sworn auxiliary police officer in Fairfax County, VA – eventually accumulating over 2700 hours of public service and achieving the highest level of qualification. When he left Fairfax County, he and Nancy settled in San Antonio, Texas, in 2011, where they embraced their life as adopted Texans and Gene turned to golf, his other passion, becoming a member of The Players Club San Antonio, where he could be frequently found enjoying a round.
Gene was a devoted husband, father, and grandfather. He is survived by his beloved wife, Nancy Rossi Vincent; his son, Ross (and daughter-in-law Jennifer); his daughters Laura and Rachel (and son-in-law Dustin); and two cherished grandchildren. Gene’s love for his family, his strong Catholic faith, his
exemplary service, his sense of humor, and his passion for life will forever be remembered by all who knew him.
He leaves behind a legacy of dedication, love, and resilience. Gene will be deeply missed but fondly remembered by his family, friends, and colleagues around the world.
A Rosary will take place on Thursday, June 19, 2025, at 9:30 a.m. followed by a Funeral Mass at 10:00 a.m. at St. Padre de Pio Catholic Church, 3843 Bulverde Pkwy, San Antonio, Texas 78259.
