Mrs. Billups' husband, Brigadier General Billups, was my first commanding general in 1964 when I was an army private first class on Okinawa assigned to Headquarters, 30th Artillery Brigade (Air Defense). Please accept my deepest sympathy in the loss of your beloved mother, Mrs. Billips. I so enjoyed knowing her when I worked at the Gallery Restaurant. Even though we came from different worlds, we struck up an immediate frienship and I found her to be one of the funniest, sweetest and most interesting women I had ever met. We spent many an evening drinking red wine into the wee hours while your dad patiently waited in the car and finally, he would come in and say "Francis" and she knew, time to go! She was so beautiful and charming and I loved hearing stories of her life. I always admired the handmade bows she wore in her hair back then, in the 80's and for my going away party, she had one made for me! I still have it. I know you will all miss her so much but always count your blessings for having such a wonderful mother and grandmother. I will never forget her. Kristi Jenkins Saenger

Our mother, Ann Edwards Wakely, graduated from Alamo Heights High School with Frances. Looking in the 1946 Yearbook, the Olmos, we see Frances was in the Service Club. Even back then she was always looking out for others. Unfortunately, our mother cannot attend the memorial service as she is too ill but asked us to let you know she is keeping everyone in your family in her prayers.

Frances Billups was a very special person. People as generous as Frances are rare. She will always be remembered for her support of the arts and other worthy charities. In addition, she was a beautiful and vital person and a great traveler. We will all retain wonderful memories of her. My deepest sympathy to her children and their families.

Frances was a great delight to know. It was always fun to see her at arts events. She was always so beautifully dressed and full of charm. We always had a laugh or two and asked about her grandchildren. She really lit up at the sound of their names. She gave to San Antonio Arts with her whole might. 
I served on the board of Arts San Antonio with her for many years from its beginning. She always contributed. 
We will miss her gentle spirit and staunch support of San Antonio causes.

I was so saddened to learn of Mrs. Billups' death. I knew her and the General in the banking world in Fredericksburg. I sent her a holiday card one season, and she stopped by the bank to visit with me. Unfortunately, the visit was shortened by my busy schedule AND seeing and talking to this great lady was just as nice as it was in the '80's. Your family was truly blessed by this loving and giving LADY. She always made me feel special by taking the time to treat me and others as her equal. My Mother passed away two years ago; I know your pain. She was my hero; the one person who was always there and who loved me unconditionally.
