He was born in Norfolk, VA to a prominent family.
Frank was a devoted member of St. Luke's Episcopal Church since 1967. CMSgt Carroll retired form the U S Air Force after 31 years of exemplary service.
He also retired after 30 years of service to the Episcopal Diocese of West Texas.
He was Director Emeritus of Alzarfar Shrine, and was a past Commander of the Shrine's Hospital Corps.
Frank was past President of Texas Shrine Directors Association.
He is survived by beloved wife of 55 years, Jessica R. Carroll; sons, Michael P. Carroll, Charles Richard Carroll and wife, Barbara of Glendale, WI, Frank Tyree Carroll, Jr. and wife, Linda; daughter, Joan Quintana of Gardena, CA; son, John Robert Stermer of Clinton, OK; granddaughters, Sarah M. Isham and husband, Samuel, Joan Elizabeth Carroll; several nieces and nephews.
