

Blair was a life-long resident of San Antonio, graduating from Alamo Heights High School in 1951. He accepted an appointment to the United States Naval Academy where he studied Electrical Engineering and graduated in 1955. Blair was stationed in Long Beach, California, where he lived on base with his young family. He qualified early for command at age 23 and completed several tours of duty in the Pacific in command of a mine sweeper. Blair set aside his ambition to join the rapidly developing nuclear navy. Instead, he resigned from active duty as Lieutenant Commander in order to return his family to San Antonio where he felt they would be better situated. Back in Texas, Blair went to work for City Public Service as an electrical engineer. At the same time, he joined the United States Naval Reserve, where he soon took command of the San Antonio Muster. Over the next 30 years, he ascended to the rank of Captain, and was appointed to the United States Naval Reserve Policy Board which he eventually chaired. Blair had many active duty assignments over the years, and was always proud to serve and eager to contribute. Blair left City Public Service in 1965 to join the San Antonio River Authority where he worked until retiring as the Assistant General Manager in 1998. Blair was extremely proud of the accomplishments, growth, and development of SARA and his many friends and colleagues there, who strived as he did to manage responsibly and effectively the water and soil resources in their charge. Blair loved his family and friends and through the years shared time with many of them off shore in a ragged fleet of (barely) sea-worthy boats. He also loved sharing times with his family and friends on his ranch in Atascosa County, where he loved to hunt and drive his tractor through the mesquite brush. He raised and trained pointers for 35 years, and loved nothing more than a crisp December morning with plenty of birds and his dogs holding point. Blair will be sorely missed by us all.
He was preceded in death by his parents, Mary Blair Warren and father Robert Lee Warren II; youngest son, John William Warren III; and many good bird dogs, most notably Debbie.
Blair is survived by his loving wife, Charlotte; daughter, Sally Warren Jackson and husband Jeff; son, West Warren and wife Dana; daughter-in-law, Lisa Warren; grandchildren, Lydia Jackson, Will Jackson, Matt Warren, Sara Haddox and husband Matt, Mike Warren, Mary Kaitlin Warren, and Carly Warren; and great grandson, Caleb Robert Haddox. He is also survived by his brother, Robert Lee Warren III and wife Betty; sister, Anne Burt and husband Dan; nephews, Keith, Alan, Blair, and Blake Warren; and nieces, Jennifer Warren, Shelley Warren Allen and Barbara Burt Parrish.
The family will receive friends from 11:00 am – 1:00 pm on Friday November 6, 2015 at Porter Loring Mortuary North.
