What can I say about you Hector. In the short time we knew each other I learned you were a great kind honest awesome person. You were always there to lend a helping hand. You always showed great generosity and you were such an example for our youth at the church. You have left a great legacy for your boys. The heavens are rejoicing because they got one heck of a guy. May u rest in peace and may the loving arms of our Lord sorround your family and remind them that one day you will all be dancing a country song together again.

I’m still in shock and my heart still aches.

Hector and I crossed paths nearly 20 years ago. We were partnered up at WVDC, working intake. For those that know Hector, he was ALWAYS a blast to work with.

We spent plenty of shifts having a good time and I always felt confident Hector had my back. Our friendship carried outside of work and that’s where I had the honor of meeting Brenda, Jr and eventually Diego (after he was born).

Hector and I worked Transportation where we tried to stay on the same shift and remain partners. Lots of road time, stories shared and great memories were made.

Even after Hector went to patrol, we kept in contact and spent time as much as possible.

I have many great memories spent with the Tobar family. I am honored to have been Hector’s friend and will miss him dearly!

Hector, was my first FTO, he was a big dude and most would be intimidated by him, but all I saw was his big commitment to making me a good deputy. He cared about my safety and I truly felt like he was more of a big brother to me than an FTO.
Hector, treated me fairly but what really showed his character was how he treated my family. He and Brenda opened their arms and welcomed us as if we were family. Diego and Hector Jr treated my boys like they were cousins. I am going to miss him.

Brenda, thank you for being a great and supportive wife. With out you being there for him, and supporting him he wouldn’t have made such an impact. Behind every great man, there’s a better woman.

The photos i am sharing are of him coming to my promotional party, he was off on medical leave at the time and still made an effort to come and celebrate.

The other was a trip to ports o call. Just the stupidest look on
our faces lol.

I am still very shocked about the passing of a man that meant so much to so many people. I know words could never be enough and will never heal your pain, but I hope these memories and pictures will give you even a little bit of insight on how much your father meant to so many people. I met him when I was about 13 years old. I was blessed to have him as an advisor and was blessed to have learned so much from him. I remember meeting you boys when you were so young. We were having a BBQ at someone’s house (I forgot who’s) but I remember seeing Diego in the swimming pool and was just shocked at how much you looked like your dad. I remember telling him how you were him reborn again and he would laugh and say how he was cuter lol his usual silly self. I remember every time he would lead our meetings we knew it was just gonna be a ball cuz he would always just make us all laugh. I remember when we went to ex con in Vegas and you guys went with us. I remember meeting your mom as well and how much they were just in love. Always laughing. He was always bagging on her just making jokes. All we ever saw was his smile. When he would talk about you boys and your mom his entire face would just light up. He helped my family through some really rough times and always made sure we were all ok. My parents loved him as well. They had a ball with him in Vegas cuz he just kept them laughing. I pray that you guys find comfort in knowing he will always be with you and always be protecting you. The world lost such an amazing soul. His memory will forever live on forever.

Hector my friend I will forever be greatful for the times we shared in a patrol car , in briefings, and on the phone . You always made my day with your infectious smile and all your on point jokes at any given moment. I recall when I was not having a great day and you saw me with the angry face on and you walked over to me in the parking lot and said ,” come here sexy you look like you need a hug so you grabbed me and squeezed me close then took a big sniff and told me I needed a shower !” This totally changed my day and I will miss all these times. God speed my friend and to Brenda and the boys know Hector Loved you more than anything and we pray for comfort of your family. Love always Charles Carter and family! ❤️

I’m sharing these photos off of my old Facebook account but I can’t help but remember how much fun this night was hanging out with two of our favorite people. Hector was one of the funniest people I have ever met. His positive energy was so contagious. Dan and I will miss him so much. We are grateful to have known such a wonderful person and are able to have these great memories shared with him. Our hearts go out to Brenda and the boys and just know we love you dearly 💗
