Patsy Cortinaz Meneses peacefully passed away at her home in Fair Oaks Ranch, TX to join our Heavenly Father on March 22, 2026, at the age of 73. She was surrounded by her children, Tommy and Regina, husband Richard, Sister-in-law Sylvia Friesenhahn, Father Norm and Father David of St. Peter's Catholic Church, Boerne, TX, and Nurses Patti Jetter, Rose Jaeger, and Joseph Ramirez.
Born and raised in the Loma Park Community in San Antonio, TX, she was the beloved daughter of Tomás and Augustina Cortinaz.
She began her Catholic education at Holy Rosary Catholic Elementary School and graduated from Providence High School in 1971, a cherished legacy of faith and education she passed on to her daughter, Regina who also graduated from the same school. She later attended San Antonio College, where she met the love of her life and husband of 52 years, Richard B. Meneses, Jr. They married on February 23, 1974. While employed at USAA Insurance Company, Patsy continued her education at St. Mary’s University, earning her bachelor’s degree from Our Lady of the Lake University in 1990. After that, she continued her education and received her Master of Arts degree from the University of the Incarnate Word in 2002 with a concentration in Instructional Design.
Patsy dedicated 42 years to USAA. After earning her associate's degree in Business Technology from San Antonio College in May 1973, Patsy was hired at USAA as a clerk in the Personnel Department. Her department manager noticed Patsy's strong work ethic, attention to details, and her ability to fall into the corporate culture. She was given more responsibilities, to which Patsy easily accepted and executed. When Richard completed his college degree, in 1977, Patsy applied and accepted a position as a claims adjuster in the USAA Claims Department. This job change gave Richard the opportunity to apply for employment at USAA in December 1977. Patsy progressed and became a successful claims adjuster in what was then called Rocky Mountain Claims Department. She primarily handled Texas auto claims. During the mid-80s, the USAA Claims Training Department was looking to hire a new claims training instructor. Patsy's claims manager, Tom McEwen, approached Patsy and encouraged her to apply for that position. At his insistence, Patsy applied and was offered that position. Patsy excelled in her new position, with promotions and project opportunities. Her training experience and college degrees gave Patsy the opportunity to help develop what was at the time, new state of the art corporate instructional design training modules that gave employees the ability to take work-related training courses while sitting at their workstations. Patsy excelled in this new challenge and was later given an opportunity as project leader for many training module projects until her retirement of 42 years in 2015. During her career at USAA, Patsy earned and kept the respect of her many department colleagues and executives.
Patsy was an avid reader. It was a hobby she enjoyed since she was a young girl and read thousands of books in her lifetime. She found joy in her favorite shows, I Love Lucy, The Golden Girls and Friends. Whether with family or later with just her husband, she especially loved traveling to Las Vegas, New Mexico, and South Padre Island, Texas. Simple vacations, cherished memories. Wherever Patsy went, she always had a book to read. There are many photos of Patsy at the beach, under the canopy, reading a book!
Patsy was a devoted wife, a loving mother, and the heart of her family. Her love was deep and endless, a rare gift her husband and children were blessed with. She stood by her husband’s side as his wife, partner, and greatest comfort. Their love was strong, enduring, and unbreakable—52 years was long, yet not even a lifetime could be enough. As a mother, she loved her children with unconditional love. They were her purpose and her pride. She stood by them no matter what, guided them and was their voice of reason. She was the glue to her family and her warm embrace made everything better.
Patsy was known for her gentle kindness, making everyone feel loved, included, and special—not only as a wife and mother, but also as a cherished friend and coworker. She was known for always having a smile on her face. Patsy’s devout Catholic faith, instilled by her mother, was the foundation of her life and was lovingly instilled in her husband and children as well. Her faith became a guiding light for the entire family. Growing up, she attended Holy Family Catholic Church in San Antonio, TX. Later, she and her daughter Regina served together at that same church on the ACTS team committee, deepening her faith, even while she was simultaneously an active member of St. Peter the Apostle Catholic Church in Boerne, TX. She was a member of the Society of the St. Vincent de Paul, Bereavement Committee and volunteered alongside her husband with the Tour de Boerne Inc.
Patsy’s strength was undeniable and an inspiration to so many. She courageously battled ovarian cancer for 12 and a half years, and her bravery was known to all. The pain of losing her is immeasurable. Her legacy will continue to live on, not only in the cherished memories she created with her family, but through the lives her husband and children will carry forward. They will honor her in all that they do to ensure her faith, love and strength are always reflected in their actions. She carried her husband and children in her heart every moment of her life and they will do the same for her until they meet again.
She was preceded in death by her parents and many dear relatives. She is survived by her loving husband Richard, children Tommy and Regina Meneses, grandchildren Alessa and Jude Meneses, and many family members and friends.
