He was born and raised in Laredo, TX.
Mr. Garcia received his Bachelor of Science Degree in Accounting from Texas A&M College in Bryan, TX and he received his Jurisprudence Law Degree from St. Mary's School of Law. He retired from the City of San Antonio's City Tax Office where he worked for many years as an assistant tax attorney.
Mr. Garcia served in the U.S. Army towards the end of World War II. During the Korean Conflict, he was a Lieutenant in the Army's Quartermaster Corp stationed in Seoul, South Korea. He received his Honorable Army Discharge with the rank of U.S. Army Captain. While serving in Korea, he was awarded the Meritorious Unit Commendation for exceptional meritorious conduct in support of military operations.
Mr. Garcia was preceded in death by his parents, Beatriz and Ramon S. Garcia and by his brother, Raul Garcia of Laredo, TX.
He is survived by his brother, Gustavo Dolores Garcia of Hacienda Heights, CA.; his two sisters, Mary Gene Reyna of San Antonio and Sara Garcia Tinajero of Laredo.
Mr. Garcia was a devout Catholic.
