He was born in Gloversville, New York and served in the U.S. Coast Guard and the U.S. Air Force. He was a member of the Blind Veterans Association.
Mr. Tuttle is survived by his wife, Stella Tuttle; his daughters, Beverly Moore and husband George, Nancy Meza and husband Jose; and 5 grandchildren.
