Grace and family, I was traveling on business and returned to hear the news about Val. I was shocked and saddened to hear of your loss. As you know, Val and I were classmates in the Police Academy. I can't find the words to describe how much I enjoyed his friendship, sense of humor and his deep commitment to excellence. He was an example for eveyone in the class. Throughout the years we maintained contact with one another, even though we never served in the same unit. When we saw each other, Val always had a friendly comment to make, with a quick 'see ya another day' as we parted. As he matured in his career, he became a role model for younger officers coming into the department. As Chief, I was honored to have Val serving in the department. He made the department better and made our community a safer place to live and raise our families. We are better today because of the lives he touched and his ability to make a difference. As a former magistrate, I had the good fortune to work with Officer Lopez. Almost daily he would bring in search warrants for me to sign. I would always tell him his search warrants were the best. He had done the research and had the facts cold and the warrant was always well written. I don't ever recall not signing one of his warrants, although I used to turn away quite a few. The thing that stands out in my mind about Officer Lopez is that he was such a gentleman and so respectful. I never sensed any meanness in his police work, it was simply a matter of doing his job. He was everything you want a police office to be. I was delighted to read in the newspaper about his lovely family. I am sure they helped him to do the job he loved so well. This is a big loss to our city. I hope his family finds comfort in knowing his life mattered to so many people.

As a long-time television news photographer, I have lots of images captured in my memory. I remember well a day many years ago that typifies the life and times and service Val unselfishly gave to our community. It was a ROP deal on the southside, around Theo and Malone. A suspect was on the run. Shots had been traded. The atmosphere was highly charged. In a word, scary. Officers were running through yards, jumping fences and checking sheds. And there was Val in hot foot pursuit. When I told him to be careful he flashed one of his trademark electric smiles and yelled over his shoulder that everything would be okay as he continued the hunt. I knew it was true and I knew he was having a great time doing what he loved. What a terrific blessing he was and what a huge loss this is for his immediate family and for the San Antonio family he loved so deeply. Please know the thoughts and prayers of thousands of people are with you.

I met Val through my employment with the San Antonio Housing Authority where I was assigned as Manager to the Alazan Apache Courts. During my time there it was evident that Val had the respect of the good and bad element in and around this property. During my time at Alazan we aggressively worked along side Val and his brothers in Blue to rid the area of negative influences and during that time I was in danger due to the intensity of our efforts. Val, you are a true friend. you made a difference in so many peoples lives, some of which didn't even know your name, but for those of us that did, we thanks you and your family for sharing you with us. Que Dios te bendiga. Tu amigo el jesse.

In the memory of not only a great soldier but an officer, friend and family man as well. I dedicate "A Soldier's Prayer" written by an unknown author. These words came to my mind as a reflection of Val. I asked God for strength, that I may achieve. I was made weak, that I might learn humbly to obey. I asked for health, that I might do greater things. I was given infirmity, that I might do better things. I asked for riches that I might be happy. I was given poverty that I might be wise. I asked for power, that I might have the praise of men. I was given weakness, that I might feel the need of God. I asked for all things that I might enjoy life. I was given life, that I might enjoy all things. I got nothing that I asked for-but everything that I hoped for. Almost despite myself, my unspoiled prayers were answered. I am among all men, most richly blessed. Life Is a Joy: 
This prayer is believed to have been part of a letter found on the body of a Confederate Soldier killed in the line of duty. We may never know, his true identity, but his profound words live on in this powerful prayer about the grace of God's will. This soldier prayed for many things. He asked for strength, health, riches, power- all the typical things a man desires. Instead, God gave him better blessings by giving him the opposite of what he desired. God chose to give the soldier weakness, infirmity, and poverty, and the end results was that all the desires of the soldier's heart were answered in a way he never could have imagined. He, indeed receive nothing he asked for but everything he had hoped for. Val was a very nice man and we enjoyed seeing him at softball tournaments. My spouse plays for DAWGS softball. My boys liked him a lot and have many tournament memories. He will be missed but always remembered.
