

Dr. William Seiffert Townsend passed away on Wednesday, February 22, 2006 in Bulverde, Texas. He was born on March 9, 1942 in Fordlandia, Pará Brazil. He attended the University of Texas at Austin where he earned a B.A. 1963 M.A. 1965 and Ph.D. 1967 in Economics with a major in Money and Banking. Dr. Townsend had an extensive background in banking and investments spanning nearly forty years in both academic and senior executive positions in the financial services industry. In his most recent position as President and CEO of IBC Investments, he oversaw the activities of the securities broker/dealer in the Oklahoma and Texas markets. Prior to that, he served as President & CEO of Local Securities Corporation and its predecessor company which he founded before coming to IBC as the result of the acquisition of the Local Financial Corporation in 2004. Earlier in his career, Dr. Townsend spent seven years as Senior Vice President and Director of the Financial Institutions Group at Rauscher Pierce Refsnes, Inc. in Dallas.
Dr. Townsend began his academic career at Florida State University and then joined the faculty at Southern Methodist University where he served as Chairman of the Finance Department in the Cox School of Business and subsequently served as Director of the Southwestern Graduate School of Banking. He taught both graduate and undergraduate courses in the areas of economics, corporate finance and investment management and published numerous articles in scholarly journals. Dr. Townsend also provided consulting and expert witness testimony for numerous commercial banks and financial institutions, including the U.S. Government and foreign central banks.
Dr. Townsend and his wife, Carlyn, were involved in civic and philanthropic activities supporting the Friends of the Bulverde/Spring Branch Library and BSB Scholarship Foundation. He was a founding member and Director of the Hill Country Chamber of Commerce. He was preceded in death by his parents, Charles Henry Tyler Townsend, Jr., and Elsa Magnolia Seiffert Townsend. He is survived by his wife, Carlyn Sue Ryder Townsend; children, William S. Townsend, Jr., Carl Tyler Townsend, Leslie Andrea Townsend Stephens, Heather Marie Townsend Soto and John Ed Ryder Hebeler; and siblings, Charles Henry Tyler Townsend III, Edward Allen Townsend twin brother and Margaret Townsend de Cordon.
Pallbearers will be John Hebeler, Dave Soto, Will Townsend, Carl Townsend, Dalan Hargrave and Chris Contreras.
