

Born on October 22, 1936, in Norfolk, Nebraska, his family eventually settled in Benicia, California.
Always dedicated to public service, Rich began a Federal career with the Civil Service Commission and eventually the National Park Service. At the Park Service, he combined his public service with a commitment to diversity by recruiting underrepresented students for positions in national parks. He retired from the National Park Service in May 1994.
Along the way, he married Joan Recanzone; and they have four sons (Doug, Jon, Sam, and Tom). His second marriage to Pauline Jue was June 1994 at Yosemite National Park. This family now includes two daughters-in-law and seven grandchildren who live in New Mexico, Idaho, and California.
After retirement, Rich found a rewarding second calling as a City Guide, conducting walking tours of his beloved San Francisco at the Ferry Building, City Hall, Civic Center, Lands End, and the Palace Hotel. He also authored a book on the Palace Hotel.
The Harned family extends their sincere gratitude to Always Best Care (Peninsula) and the Pathways Hospice Program for their care, which allowed Rich to be comfortable at home until the end.
Private family services will be held at his beloved Lands End and Lake Tahoe, where he spent many happy days.
