

William Faustino Alarcon was born at White Memorial Hospital in Los Angeles on February 15, 1948, the first child to Genaro and Consuelo Alarcon. He started life in East Los Angeles and attended Our Lady of Talpa Catholic school. Billy Boy, as he was known to friends and family, was joined by his little sister, Teresa, in 1950. The family’s guardian angel, she was called back to Heaven in 1956. The Alarcon family also welcomed a little brother, Genaro (“Junior.”), born in 1952. Junior started as the “tag along” but soon became Billy’s lifelong best friend. Earning straight As at Talpa, Billy then attended Don Bosco Technical Institute in Rosemead, majoring in Electronics. He graduated in 1966 and moved on to the University of Southern California, becoming a Trojan for life when he graduated in 1970, with a Bachelor’s in Electrical Engineering.
Now going by Bill, he met the love of his life, Sylvia Vargas, in 1967. After a 3 year courtship, he finally proposed in 1970 and they were married on July 31, 1971. Throughout the ups and downs of married life, they were a shining example of a successful and loving marriage for 54 years.
Bill and Sylvia welcomed three boys in five years: Billy (1972), Christian (1976), and David (1977). Later, in 1986, Alexander was born and the family was complete. After Billy was born, the Alarcons moved from Monterey Park to their forever home in Rosemead. The Rosemead house would be the site of countless birthday parties, Easter Sundays, and Christmas celebrations.
Bill first worked as an electrical engineer at Northrup Grumman in El Segundo. From there he worked at a few other companies before transitioning to sales. He continued in sales for the rest of his career before officially retiring in 2010.
In addition to spending time with his family, Bill spent his free time giving back to his community. He first volunteered to coach boys’ soccer with AYSO in 1983 and coached three out of four of his boys while also serving as a member of the Region 40 board. Bill also served the City of Rosemead for three decades. He was first appointed to the Traffic Commission before moving on to the Planning Commission. He was appointed to his first term on the City Council in 2003 and served for two years. Bill was later re-elected in 2011, serving as Mayor in 2014-15, before retiring from public service in 2018.
On December 7, 2025, Bill was called back to Heaven. He left this world in peace and surrounded by loved ones. He is survived by his loving wife, Sylvia, four sons and their partners, as well as four grandchildren, Samantha, Christian, Jonas, and Jeremiah.
Bill was our moral compass and guiding light. He treated everyone with respect and expected the same. He taught his four boys (and many others) how to be men, husbands, and fathers. We are all better for having him in our lives and his wisdom will continue for years to come.
