He was born on November 2, 1940, in Springfield, the son of George and Frances (Lockhart) Parnell.
Charles graduated from Lanphier High School, where he was a member of the track team, and attended St. James Trade School. He went on to work as a brick layer in brick masonry for 50 years. Charles was a member of St. Aloysius Catholic Church, Knights of Columbus, Eagles Club, and the VFW. He enjoyed bowling and softball. Charles was an avid sports fan who loved the Green Bay Packers and the St. Louis Cardinals.
He was preceded in death by his parents; son, Larry Parnell; and grandson, Joseph Parnell.
Charles is survived by his children, Charlie (Amy) Parnell, Jr., Cindy (Tim) Geary, Cathy (Mark) Crawford, and Ann (Michael) Hampton; 15 grandchildren; five great-grandchildren; siblings, Theresa Verardi, Barb (Jim) Cheak of AR, George (Ara) Parnell, and David Parnell; and several aunts, uncles, nieces, nephews, and cousins.
The family will host a Celebration of Life at a later date.
