

Chuck was born January 22, 1934 in Battle Creek, Michigan, to Fred C. and Margaret C. Brewer Westphal.
He was a graduate of the University of Illinois at Champaign-Urbana, and was a member of the 1953 Big Ten Championship baseball team. He was a member of Sigma Nu fraternity and a life member of the alumni association. He enlisted in the Navy in 1956 and was honorably discharged in November 1960.
Chuck was a teacher and coach at Norris City-Omaha High School, Wyoming High School, and in the Tri-City School District. He served as executive director of the Springfield Recreation Department. In later years, he became a realtor and also worked in the design and sales of decks and other outdoor structures.
While at the Springfield Recreation Department, programming was expanded to include a girls and womens program, a co-recreation program, and a special populations program. The Illinois Senior Olympics was organized and implemented. He worked with the NCAA and the Illinois High School Association to bring the NCAA Division II World Series and Illinois High School A and AA State baseball tournaments to Lanphier Park. He negotiated the contracts for the City of Springfield to bring the Springfield Redbirds of the American Association (AAA), and the Springfield Cardinals of the Midwest League (A) to Lanphier Park to play their respective schedules.
Chuck served as commissioner of the Illinois Amateur Baseball Congress for many years, and President of the Connie Mack Division. He was a member of the Springfield CAPS Board of Directors. He was a former recommending scout for the Pittsburg Pirates, Seattle Pilots, Milwaukee Brewers, and the Cincinnati Reds organizations. He formerly was a member of Illinois Education Association, National Education Association, Illinois Park and Recreation Association, National Recreation and Park Association, High School Coaches Association, and National Association of College Baseball Coaches.
He was preceded in death by his parents, Fred C. and Margaret C. Brewer Westphal; and his former wife, Phyliss Westphal Selz, the mother of his children.
He is survived by his wife, Pamela S. Sgro Westphal; two sons, Charles R. (Mary) Westphal of Highland Park, IL and Stanley F. Westphal of Springfield, IL; two daughters, Linda K. Moskalski of San Diego, CA and Barbara A. Dyson of Haralich Port, MA; grandchildren, Robert and Daniel Marti, and Emmett Danahey; and sister, Carla G. (Tom) Purcell of Frankfort, IL.
Visitation: Family will receive friends from 5:00 7:00 p.m. on Tuesday, October 17, 2017 at Boardman-Smith Funeral Home, 800 S. Grand Ave. West.
Funeral Ceremony: 11:00 a.m. Wednesday, October 18, 2017 at Boardman-Smith Funeral Home.
Burial will be held at 11:00 a.m. on Thursday, October 19, 2017 at Kingston Township Cemetery.
