

Joe was born on January 7, 1930 in Vera, IL, the son of Bonnie S. and Mabel G. Smith Carter. He married Wilma Spainhour on August 26, 1961 in Canton, IL; she preceded him in death on August 17, 2006.
Joe was a graduate of Ramsey High School. He worked 20 years at Western Electric Telephone as an installer and 13 years with the State of IL doing building maintenance. Joe grew up farming in Southern Illinois. He was a proud Korean War Veteran, having served in the United States Air Force. Joe was a member of the Chatham American Legion, the Kiwanis Club and Hicks Fishing group. He loved to play bridge and belonged to various bridge groups including his Lunch Bunch Bridge group. Through the years, he also enjoyed traveling, fishing, gardening, and his friends from Montvale Estates.
He was also preceded in death by his parents; one brother, John Carter; one sister, Shirley Gremba; and two brothers-in-law, John Van Uytven and Joe Gremba.
He is survived by his son, Todd (wife, Judy) Carter of Glendale Heights, IL; two grandchildren, Michael Carter of Columbus, OH and Scott (fiancée, Alana) Carter of Arlington Heights, IL; three siblings, Donna VanUytven of Oconee, IL, Carolyn (husband, Bob) Reynolds of Springfield, and Iris (husband, Lindell) Martie of Ramsey, IL; and sister-in-law, Margie Carter of Vandalia.
Visitation: Family will receive friends from 4:00 until 7:00 pm. on Tuesday, June 1, 2021 at Butler Funeral Home—Chatham, 8855 State Rt. 4, Chatham.
Funeral Ceremony: 10:30 a.m. on Wednesday, June 2, 2021, at Butler Funeral Home—Chatham with Rev. Rick Wenneborg officiating. Burial will follow at Chatham Memorial Cemetery.
