Jeanell Renee Starr

Jeanell Renee Starr, 57, of Carrollwood, passed away on April 10th, 2024 in Tampa, Florida. Jeanell was born on August 30th, 1966 in Tampa, Florida to Robert and Phyllis Brantley. She grew up in South Tampa and attended Robinson High School, graduating in 1985.

Throughout her earlier adult years, Jeanell worked as an interior kitchen and bath designer for Home Depot. During this time, Jeanell met her first husband and gave birth to Kailey DeLone-Knapp on February 6th, 1989. She later met Rob Elledge and was married on November 6th, 1996. Together, she and Rob had two children, Shelby Elledge and Daniel Elledge.

In 2011, Jeanell met her current husband, Larry Starr, on St Patrick’s Day, and the couple were married that same year on October 28th, 2011. Larry brought his daughter, Elise Starr, into Jeanell’s life and she was loved and cared for by Jeanell as one of her own children.

On June 20th, 2005, Jeanell joined the Tampa Police Department as an Evidence Technician. She was a dedicated 19-year employee, working mostly midnights meticulously impounding evidence and property brought in by her Law Enforcement partners.

Jeanell is preceded in death by her father, Robert Brantley.

She is survived by her husband Larry Starr, mother Phyllis Brantley, older sister Jody Brantley, twin sister Jeanee Sowell (Vandy), children Kailey DeLone-Knapp (Kyle), Shelby Elledge, Daniel Elledge, Elise Starr, and grandson Levi, as well as nieces Desiree Armstrong, Brianne Armstrong, Kea Fountain (Terry) her children Isiah Watts and Kristina Watts. Niece Jessica Hedges her daughter Rylee Meyers, Nephew Mitchell Meshell (Kandice) their children Kyncie and Tristan. Nephew Cecil Pruiette (Susan) their son Cecil jr and daughters Hope and Lindandice.
