Richard was born in Port Jeff , NY to John and Gladys Higgins on July 3rd 1954. He went to school at Longwood High School, Ridge NY. He worked in train information for Long Island Rail Road for over 20 years.
He is survived by his first wife Terry Higgins; his children Christopher and Erin Higgins; his brothers Lucky (John) and Michael Higgins (Child)
