

Deborah Ann Butler, a distinguished tax attorney and lifelong public servant, passed away on April 22nd in The Woodlands, Texas, where she had made her home following a remarkable 36-year career in federal service.
Deborah was born into a life shaped by her father's career as a colonel in the Air Force. Growing up, she lived in various parts of the world, including Baghdad and Helsinki, which gave her a unique perspective on different cultures and experiences. These early years, spent in diverse places, helped her develop a strong sense of adaptability and an appreciation for the world beyond her own doorstep.
Deborah earned her bachelor’s degree from Southern Methodist University and her law degree from the University of Mississippi. Early in her career, she served as a law clerk to the Mississippi Supreme Court and as counsel to the Mississippi State Senate.
In 1977, Deborah began her federal career with the IRS as a trial attorney, litigating tax cases before the U.S. Tax Court. She later advanced to Special Trial Attorney in the Office of Regional Counsel in Dallas, handling complex litigation throughout the Southwest.
In 1996, she was appointed to the IRS Senior Executive Service in Washington, D.C., where she served as Assistant Chief Counsel (Field Service). In 2000 she became Associate Chief Counsel (Procedure and Administration), leading a division of more than 200 attorneys and playing a key role in shaping national tax procedures. She held this position until her retirement in 2013.
Her accomplishments earned her the Presidential Rank Award for Meritorious Executive in 2004, and in 2016, the Federal Bar Association honored her post-retirement with the Kenneth H. Liles Award for Distinguished Service.
A respected speaker and mentor, Deborah contributed to numerous legal education programs across the country and remained a thought leader in her field throughout her career.
In retirement, Deborah turned her dedication toward community service. She served as President of the South Montgomery County Friends of the Library and served as co-chair of the Woodlands Pavilion Partners Scholarship Program, helping students pursue higher education through arts-based scholarships.
Deborah also had a deep love of travel and spent many joyful years exploring the world with many close friends. She found great happiness sharing those moments with the people she loved. Her friendships were a true reflection of her wit, intelligence, and generosity of spirit—lasting connections that enriched every stage of her life.
Deborah leaves behind a lasting impression on the legal community, the students she supported, and the many friends and loved ones who appreciated her warmth and thoughtfulness.
Deborah was preceded in death by her beloved parents, Colonel Edward and Mary Butler. She is survived by her sister, Janice Bart, of San Diego, California.
A celebration of her life will be held on Sunday, June 8, 2025 at 3:00 PM at Perry's Steakhouse & Grille, 6700 Woodlands Parkway. In lieu of flowers, donations in her honor may be made to the South Montgomery County Friends of the Library or The Woodlands Center for the Performing Arts.
