Dear MaryJane, Amber, Chase, Scott and the entire Franklin family. Sal and I want to again express our heartfelt sympathy on the passing of Larry. We were blessed to have known him and have him as part of our family if only for a short time. I'm so sad that we weren't able to spend some more family times together. I knew from the moment I met him and MaryJane that we were going to be not only family but friends.  Our daughter GinaMarie loved him dearly and will always remember him dancing with her and singing to her at her sister's wedding only a month ago. I know that he's in heaven watching over his family and is at peace. Although you may not see him anymore, he will always be there for you. He's in your thoughts, prayers, smiles, laughter, joy and sorrows.  He's right by your side.

I was saddened to learn of the passing of Mr. Franklin. I had the pleasure of working with him at DPSCS both at the Plaza and at Towson. He was a wonderful person and will be greatly missed. My thoughts and prayers are with his family during this very difficult time.

 Your friend, Becky told me your husband passed away. I am so sorry for you. I pray that you will heal from now on. I met you and Larry through Becky at Jack's house.

I had the great privilege of working with Larry for about 4 and a half years at DPSCS. We shared some interesting,challenging, and fun times together. It was never boring working with Larry. He worked hard, and was a true professional with extremely high standards and professional ethics. But even more important, I considered him my friend. He was a great guy. I also got to play golf with him once or twice in a tournament, and I can also add he was quite competitive!  I will say he made one of the most incredible golf shots I have ever seen so that made him lucky too!  One thing for sure, he loved his family. He was always looking forward to the time he could spend with you.  God bless you and take care of you during this difficult time.

Larry was always the consummate gentleman and professional.  Calm in crisis; steadfast in direction; and a credible leader in a department that often teetered between disasters of one form or another.  His budget preparations were always respected--as was he!  As the head of a small agency in the Department, I had the pleasure of working with Larry for many years.  He was truly a credit to his family and his  profession. Although he freely spoke about his family and the joyous things in his life, I never heard a whisper of a complaint about anything!  May he rest in peace, and may his memory be a comfort to his grieving family.

My condolences to Lary's family.As a former DPSCS employee, I will always consider Larry Franklin as a legend  of the Department of Public Safety.His knowledge,credibility and fiscal stewardship were unparalleled. There was much to learn from him and much to admire.My prayers are with him and his family.

Larry will always be remembered as a kind, compassionate and trustworthy friend and colleague.  His dedication to and his giving of his Time, Talent and Treasure to the University of Baltimore and the Foundation will be his incredible legacy for future generations.  I miss you very much. Mary Jane, Scott, Chase, Amber and all the family. Please know we feel your pain and sorrow and loss but Larry (never George occasionally G. Lawrence) is so alive in you and those of us with whom you shared him.. there is no past tense with Larry...he is my former colleague, mentor and friend at DPSCS when I  arrived in 1987.  He is ever so much a driver of progress, change and moving forward, he is a professional and personal supporter through thick and thin and the inevitable crises...the memories and times and places and events are endless...his great laugh (at you and with you)...the endless late hours either back in his office (a study really) or literally in the Secretary's office at the Plaza..and at the Annapolis outpost...and Towson...the latest on his soccer star son's tournaments all over the country...planning the trips with his mini-golfing vacations added on..."the voice" from a guy who turned down a professional singing contract...our mutual love of everything dog (the "doggie-woggies")...my late dad's visit to his son's workplace and the next thing you know they disappear into Larry's office (my father was a mathematician so you bet they talked some numbers)...always the outdoorsman and so my fondest and most personal memory is about our all day trip after an Arizona conference just the 2 of us in an open Jeep (no canvas top even) driving over 3 1/2 hours to get to the Grand Canyon trails (yes over 20 years ago you could still do that sort of thing on you own), bouncing up down, getting out and grandeur gazing, more bouncing up and down...we talked and smiled about this experience for years and years, still do right this minute...oh my, dear Larry, gone in person but not in presence.  We ALL miss you.

So sorry to hear about Larry. I saw and talked to him on September 13th. First time I saw him in about 50 years and we talked all about growing up and going to school when we were kids. May he rest in peace and I'm sorry I won't be able to see and talk to him again.

LARRY, I met you one day while running track. Never did I think that later during my career as a Warden would I meet you again.  I remember having to put together a financial report for my facility and you telling me that you had never seen a report as complete and visual as the one I presented. 

You were an ICON in the system and will be surely missed by ALL you came into contact with.

My heartfelt condolences and prayers go out to Larry's family and friends.
There are a lot of thoughts that come to mind to share about Larry Franklin.  The first is that on a personal-professional level Larry was a great mentor to me in my career in DPSCS, as I am sure he was to many.  So there is a professional legacy and gift that Larry left to many of us which we have and should be mindful to share.  Larry shared his caring and thoughtful ways in a manner that taught and inspired his coworkers and subordinates.  Of course, it was understood that the inspiration included the understanding that you better have your facts in order and be able to defend your position when presenting information to him, particularly if you were arguing a point!  
On an organizational-professional basis Larry brought the agency to a much higher level of respect, especially regarding our budget matters.  I had many occasions over my career to observe that those charged with Executive and Legislative decision making truly respected Larry Franklin and his level of understanding of the budget and spending needs of the department.  I truly believe that this earned credibility with those who held the purse strings got the department what it needed through some very lean budget times.
On a personal level, Larry was just a nice guy.  Not afraid to show the human side of a high level administrator. He had a fun side.  Very caring and proud of his family, of whom he often spoke.  Approachable, friendly and sincerely caring of colleagues.  
I had the opportunity to say a few words at Larry's retirement, and I will reiterate the thought--- Larry physically left the department, but his legacy carries on.  
Larry may have physically left our presence, but in so many ways his legacy remains in those he inspired.  It is my hope that this knowledge may bring some comfort to those who love and miss him.

I will miss you my friend. You had the ability to see the talent and skills in people and then work with them to develop those skill sets to the fullest. Thank you for teaching me abilities I didn't know I possessed. At work, we spent many hours talking about the data whether it was the moving of PINs during "right sizing", the staffing of NBCI, preparing for "State Stats" and the closing of the House of Correction. Under that sometimes gruff exterior was a very caring and compassionate person. You showed this to me and my wife Linda in 2008 when I was ill and unable to continue working full time;the time I've needed to care for my wife and when I was diagnosed with cancer in 2013. You also helped me so much by letting me return to work in 2009 contractually when you knew I still had the ability to contribute to the work of DPSCS. We spent many hours together early in the morning and after 5 when it was quiet; in the car traveling to Annapolis and our great work trip to Seattle.Over the last 11 years, we evolved from you being Mr. Franklin the boss to my friend Larry. To Mary Jane and his children: he spent many hours away from home doing the work of DPSCS but his heart was always with you.

Missing you so very much Uncle Larry. We will remember all of the good times we have shared. We love you and will miss our funny and caring Uncle. Until we see you again. Much love to Aunt Mary Jane, Chase, Scott, Amber, and my Dad, Rick, and Uncle Bobby

I was deeply saddened to hear of Larry's passing.  Our parents were friends and we were neighbors and friends from childhood.  I will always remember the last time I saw Larry was at our high school graduation when we processed in and out side by side.

A true "one of a kind". He was strong but gentle, intelligent , kind , funny, loving, with a beautiful voice he happily shared. We all respected and admired him as a leader and great role model. Larry, you can rest in peace as you have touched many and you will never be forgotten!

My heartfelt condolences go out to Mary Jane and family. I had the privilege of working as Larry's executive assistant for a few ywars. Not a day went by where we did not share a laugh, even through the challenging times. My fondest memory is when he would begin singing, " I Want To Be Your Friend". What a intelligent and dedicated leader.  I miss you already, Larry Franklin!

I always had a wonderful working relationship with Larry, a true professional, when I was at DPSCS/DCCFM.  The most happy memories were teaching him some special Christmas music to sing for many of the Office of the Secretary's Annual Holiday Parties ... and then accompanying him on the keyboard. Absolutely priceless.  My heartfelt condolences and prayers go to entire Franklin family.

Larry Franklin once told me that he wished he had more employees like me. Coming from him, I knew this was a huge compliment. Working for DPSCS was not always a walk in the park, but I am truly grateful for the learning opportunities under Larry's management and his appreciation of my work.

I knew Larry on a professional level. What I loved most about him was his openess and thoughfulness. He always conducted business as if he were talking to a good friend. Please accept my sincerest condolences Mary Jane and loved ones.

Larry Franklin is synonymous with "dedicated" - Dedicated to family: Mary Jane and the kids through the years; dedicated to friends, who he was always willing to help; and dedicated to his job -- a true professional. He is one of the good ones who will be missed.

May God provide comfort to Larry's family during this difficult time.  He was a wonderful person with an amazing work ethic.  I learned a great deal from him.  He is missed.

Our thoughts and prayers go out to the entire Franklin family.  As a former Secretary of the Department of Public Safety and Corrections, I had the opportunity to work side by side with Larry for almost 7 years.  It was obvious he loved the Department and devoted his life to it.  Larry did more to improve the operations of the Department than any other individual in its history.  His steady eye on fiscal responsibility and integrity shaped the Department's reputation for decades.  There is no question about the difference Larry made in the credibility of the Corrections profession in Maryland.  We owe a lot to his legacy, and he will be greatly missed by all.

Larry's example of true leadership was matched nowhere else in State government. He personified the words "integrity", "honesty", and "responsibility". It was truly an honor to be part of his team.
But all that aside, Larry was my FRIEND. Before others got to the office we'd sit and talk about our kids' soccer games. And we had fun over the years on the golf course - never really caring what our score was.
