Penelope was born in Salinas, California by Maria R. Ceja and Alfredo Zepeda. Penelope worked for Santa Clara County Probation Department for over 30 years working with troubled children. Penelope is survived by her husband Antonio Rodriguez. Her children are Maria Del Carmen Ultreras, Hector Estrada, and Frances Cathrine Estrada Luna. Her great grandchildren are Ma. Josefina Padilla, Selena G. Ultreras, Cristina M. Ultreras, Alex B. Valenzuela, Jose Ma. Luna, Adalberto Luna. Her great grandchildren Catrina J. Ortega, Mariaelena I. Ortega, Fernando Daniel Ortega, Romeo Suarez, Catilina Salinas, Aubrey Valenzuela, Lexi Valenzuela, Sofia Valenzuela.
