Joy Joanne Whitlock Neese Outlaw, 91, was born August 3, 1931 in Orlando, FL and passed away on Saturday, January 7, 2023. She was a daughter of the late Wilder Edward Whitlock and Ruth Rogers Whitlock Moyer.
Joanne retired from Richland County Auditor’s Office. She was a Devout Christian Minister, mentor and guide. She was an accomplished pianist and music lover. Joanne was involved in prison ministry through the South Carolina Department of Corrections and the Lexington County jail for 40 years.
She is survived by her husband, Paul D. Outlaw; children, Robert D. Neese, Jr., Cindy N. Prather (Jim), Andrew M. Neese, and W. Ruth Neese; step-children, Tara O. Spires (Marion), Pattie O. Beerman (John), P. Rex Outlaw (Michelle); grandchildren, Carmen E. Neese, G. R. Martin Neese (Ashlie), Amy A. Fischer, Rebecca N. West, Justin W. Neese, Julia A. Schaffer (Bryan) and Christopher N. Amick; along with 11 great-grandchildren and 2 great-great-grandchildren.
She is predeceased by her first husband, Robert D. Neese; grandson, C. Scott Fischer; great-granddaughter, Zoey E. Neese and step-son, Les Outlaw.
Funeral services will be held at 12:00 p.m. on Thursday, January 12, 2023 at Dunn’s Chapel, 281 Chapel Road, West Columbia, SC 29172. The family will receive friends at 11:00 a.m., Thursday, January 12 at Dunn’s Chapel, 281 Chapel Road, West Columbia, SC 29172.
