So sorry.  Phil was a good friend and walking buddy for a few years.  He was a consummate diplomat.  He had strong views but practiced the art of listening and gained many friends in the course of his distinguished career.  We will miss him.

Phil has been a lifelong friend since teen years at John Harris High School in Harrisburg PA until his death shortly after his 80th birthday on December 1, 2015. Phil was voted the most likely to succeed in high school. He was a clothes horse with a tasteful and assorted wardrobe of neckties,and rumored to own at least 16 pairs of shoes. He fondly remembered our English teacher, Miss Walzer, as the person who most greatly impacted his life. He eaned highest English honors at Princeton and used his writing skills througout his illustrious career in the Foreign service. Phil always maintained a quiet reserve and demeanor. However, his career afforded him unimaginable interpersonal experiences with peoples and cultures throughout the world. He truly dedicated his life to the Service of our country. At the end Phil told me he did not want to talk about anything sad. He steadfastly planned and carried out his final days with extraordinary grace. Phil is missed.

I have known Phil since we were 14 about 12 years old.  We met in 7th grade and remained friends for all these years. Our H.S. group started getting together again about 23 years ago..we had fun together playing bridge at Swartz's farm home in Eagles Mere, PA and having good times together. I know that he will always be missed as we enjoyed his friendship, his intellect, his many interesting experiences, and just "hanging out" together. Yes, he will be missed so much..

I served with Phil in Thailand twice.  He was a good friend and an honorable man. He loved sports, particularly golf and football. I will miss watching both golf matches and football games with him over a good meal.

My late husband and I served with Phil at the Embassy in Vientiane, Laos in the 60's. Fine friend, great representative of our country. My condolences to the Mayhew family.
