Dick was born on August 24, 1929 in Waynesburg to the late Woodward and Edna Dulaney Blair. He graduated from Waynesburg High School. He served as a Corporal in the U.S. Army, 28th Division, Company K, 3rd Battalion, 110th Infantry Regiment. He worked for 20 years for Texas Eastern, followed by a long tenure as an Assistant Superintendent for the PA Dept. of Transportation. He was very active in civic organizations, including being a member of the Moose, Elks, American Legion, VFW, Lions Club, and was a past exalted ruler of the Waynesburg Elks Lodge. Dick was an avid Steelers football fan, loved being outdoors working in the yard, and his pets.
Dick is survived by his five children, Candi Leathers (Mike), Rodney Blair (Donni), Chuck Blair, Tracy Mullaney (Ray), and Terri Blair-Stern (Sanford); ten grandchildren and four great-grandchildren.
In addition to his parents, he was preceded in death by his wife, Margaret "Peg" Blair.
Services will be private. Donations may be made in Richard's name to The Humane Society of Greene County.
