Born in Denver, Colorado, Bill graduated Magna Cum Laude from U.C. Boulder. Following graduation Bill received the Gold Shovel Award for the CPA exam. He worked as a CPA in Denver, then becoming a partner at the Betcher Company. Bill eventually moved into the finance business starting up Owen Joseph Securities with offices in Denver, San Diego, and Boston. He first visited Palm Beach in the late 70's with his former wife, Debbie, who passed away from cancer in 1998. Debbie's grandparents Jack and Ginny Stevenson lived on Ocean Drive.
Bill married Lynda Murmann in 2000. The couple came to the Island on their honeymoon and later bought a home in Palm Beach. Bill and Lynda quickly became part of the social community and became actively involved in it's local charities. Closest to his heart was the Heart Ball and The American Cancer Society.
Bill is survived by his two daughters Kathryn Ptaszek and Kristen Foster as well as his brothers Richard, and Jerry Foster.
