

Bill graduated from Middletown High School, Class of 1959. Following graduation, he proudly served in the U.S. Marines Corps in Okinawa, Japan. After his honorable discharge, Bill started his career working for Consolidated Railroad Corporation, eventually becoming a Train Master and retiring after 35 years. He and his wife of 59 years, Annette (Whelan) Neighbor, enjoyed their retirement in their “little piece of Heaven” on the bay in Ship Bottom, NJ. In 2022, Bill and Annette traded in their water views for their second “little piece of Heaven” on the golf course in the Renaissance, Manchester, NJ.
Bill was a loyal member of the Manahawkin Elks Lodge, Moose Lodge 1575, Manahawkin, NJ, and a former member of the VFW Post 3729, Long Beach Island, NJ. Bill loved fishing on the “Sir William”, was an avid golfer, enjoyed travelling, one-half of the “Billy & Annette Show”, and a devoted father and grandfather who loved spending as much time as possible with his grandchildren, especially when they were little and he would pick them up for “Gran Daycare”.
In addition to his parents, he was predeceased by his sister, Eileen Jones of Castle Rock, CO, and his beloved grandson Connor Francis Dunckley of West Palm Beach, FL.
He is survived by his wife, Annette, his daughters, Kelly (Neighbor) Dunckley and her husband Kevin, of Whiting, NJ, and Catherine Neighbor-LiCalsi, of Wall, NJ; three grandchildren, Rory Dunckley, Ryan Dunckley and Kieran LiCalsi; three sisters, Charlotte Plumacher of Acworth, GA, Jacqueline Turner, Prosper, TX and Victoria Hogan, Millstone, NJ; many nieces, nephews and the entire Whelan Clan.
A Memorial Mass will be offered at 10:45 am on Monday, February 20th at St. Elizabeth Ann Seton Church, 30 Schoolhouse Road, Whiting, NJ.
