

Born in La Libertad, El Salvador he came to the United States to study foreign affairs at Loyola University. There he met and married the love of his life, Ethel Valentine Ruiz, who preceded him in death in 2015.
His career began in New Orleans as Chancellor & Vice Consul of the Embassy of El Salvador. In 1956 he moved to Washington D.C. to work for the Organization of American States (OAS). His assignments included holding the position of OAS Director for six years in Mexico City and six years in Caracas, Venezuela. He retired in 1985 and in 1987 he moved to Williamsburg, VA, where he continued to enjoy his family, travel and his hobbies of photography and amateur radio.
José Carlos is survived by his sister, Maritza Clark of Santa Tecla, El Salvador; daughters, Linda Kinsman and husband, Bill, of Williamsburg Va; Trish Conley and husband, Todd, of Fredericksburg VA; his grandchildren, Adam Kinsman and wife, Laura, of Williamsburg VA; Justin Marney and wife, Tifa of San Francisco, CA; Tyler Marney and Samuel Marney of Richmond VA; great grandchildren Kendall and Kara Kinsman. In addition, José Carlos will be remembered and loved by his many nephews and nieces.
A funeral mass will take place at St. Bede Catholic Church on Friday, October 6, 2017 at 11:00am. In lieu of flowers, the family requests that donations be made to Hospice Support Care-Williamsburg, 4445 Powhatan Pkwy, Williamsburg, VA 23188.
