

At the age of 12 her father accepted a position with the U.S. Dept of State. Six weeks later the family moved to Washington, D.C. arriving by train in December 1942. Sybil is a graduate of McKinley High School and studied one year of theology at Central Bible Institute, now Evangel College, in Springfield, Missouri.
Sybil’s first position with the government was a temporary position in the Fats and Oils Division of the U.S. Dept of Agriculture. She entered the employ of the Central Intelligence Agency in 1954 as a temporary employee in Japan. After returning to the U.S. Sybil earned staff status and accepted overseas positions as Senior Secretary in Germany, Thailand and Greece. Between assignments abroad, Sybil worked for the CIA Office of Technical Services under two Directors, Sidney Gottlieb and Seymour Russell.
While serving as Chief of Station Secretary in Bangkok, Sybil met and married Bill Evans, who was serving as Chief of Base, Udorn, Thailand. In 1973 Sybil and Bill accepted a four-year assignment to Athens, Greece. Upon their return, Sybil was assigned to the Headquarters Building, working for the Executive Officer to the Deputy Director of Administration, Jack Blake. From that position, Sybil was selected to serve as Chief of the Secretarial Training Branch in the Office of Training and Education. There she developed the highly successful STAR program, whereby portions of the curriculum were eligible for college credit. Another great success under Sybil’s leadership was the establishment of the Senior Secretarial Training Center. Here, future senior secretaries to various global Chief’s of Station would study, in-depth, the specific country, government and leadership of their upcoming assignments.
Sybil and Bill had served the Agency in multiple extensive tours and were required to retire at age 60. They retired two years apart but both returned as contract employees for several years. Bill passed away in 2005, and Sybil has been a resident of Florida since 2006. She was also responsible for establishing a CIA Retirement Club in The Villages, Florida.
Sybil is predeceased by her sister, Edna Montez Wade and her brother, Marcus Homer Brooks. She is survived by her two children, Dr. Chet Evans of Winter Garden, Florida and Sharon T. Evans of Tucson, Arizona. She has two grandchildren, Benjamin Evans and Jill Chase, and five great grandchildren, Sadie, Zoe and Livie-Rose Evans and Brooke and Grant Chase. Interment will be in the Evans Family Plot in Oakwood Cemetery, Sharon, Pennsylvania. Sybil was 93.
