Terry was born in Yakima, Washington to Ewell and Mary Jean Casey of Tieton, Washington on March 1, 1954. He graduated from Highland High School in 1972. After Terry graduated from Central Washington University in Recreational Sciences he became a park ranger at Dungeness Recreation Area in Sequim, Washington for 11 years. The Casey family then moved back to Tieton, Washington where Terry returned to farming apples on his family's orchard.
Terry met the love of his life while racing around in his car and saw a girl riding her horse. Terry married Joanne Funkhouser on June 25, 1977. Terry loved his family very much. His sense of humor was a bit odd which was wonderful. Terry was a very strong, common sense kind of guy.
