Fermin nació el 7 de Agosto de 1953 en El Tambor, Jerez, Zacatecas. Era hijo de Petra Flores y José Del Rio. Él era uno de los hermanos mayores de una familia de 14 hermanos y hermanas. Después de terminar la secundaria, continuó su educación en la Universidad Autónoma de Zacatecas (UAZ), en la cual estudió medicina. En 1979, Fermin se casó con su esposa Gloria Del Rio y tuvieron un matrimonio de 41 años; en el cual juntos tuvieron tres hijas. En la esperanza de una mejor vida para él y su familia, emigró a los Estados Unidos donde trabajó por la mayor parte de su vida en la industria de la hospitalidad. Durante el trayecto en su trabajo como mesero estableció amistades trabajando en lugares como Friendly Hills, Quiet Cannon, Almanzor y su más apreciado trabajo fue en la Universidad del Sur De California (USC). Uno de los logros más importantes de Fermin fue cuando sus tres hijas se graduaron de la universidad. La educación fue uno de los valores más importantes para él, que incluía apoyar a personas de bajos recursos para que continuaran con su educación. Su pasión por ayudar a los demás fue lo que lo caracterizó durante su vida como una persona humanitaria. Sus seres más queridos lo recuerdan como una persona amable, chistosa y apasionada con el arte y la cultura. Amaba la música, el vino y una buena conversación. Aquellas personas que lo conocieron, te dirían que cada plática comenzaba o terminaba con una nueva lección. Le sobreviven su esposa Gloria Del Rio, sus tres hijas Mayela Del Rio, Amapola Del Rio y Esmeralda Del Río, sus nietos Daniel Nava y Sufia Mia Nava y sus dos yernos, Noe Nava y Brian Maldonado.
