Billy was born on October 28, 1931 in Malone, Texas to Irece and Catherine McNealy. He attended school in Malone, Texas and then moved to Amarillo, Texas as a young adult. Billy was employed at First National Bank, Amarillo, Texas for a short time and then was employed by Santa Fe Railroad until he retired. Billy had a great passion and love for traveling, hunting and fishing, hosting parties and bar tending.

Billy was preceded in death by his father, Irece McNealy and brother, Edward McNealy.

He will forever be remembered in the hearts of his mother, Catherine McNealy of Dallas, Texas; son, Edward McNealy and wife, Lela and daughter, Jean Barber and husband, Marvin, all of Abilene, Texas; one brother, Cleodis McNealy of Amarillo, Texas; four sisters, Clarece Walker of Amarillo, Texas, Fay Haardeman of Dallas, Texas, Alice Robertson of Aurora, Colorado, and Christine Jackson of Las Vegas; four grandchildren; ten great-grandchildren; several aunts, nieces, and nephews; close friend, Ora Howard; and many friends who loved him.
