Allen was the youngest of two sons born April 6, 1932, in Cincinnati, Ohio to Frank and Mildred Wanek (nee Kaefer). He grew up in Cheviot, Ohio and graduated from Western Hills High School in 1950.
Allen enlisted into the United States Coast Guard in February of 1952 and completed Engineman School. During the Korean War he was assigned to the Moose Peak Lifeboat Station as well as Quoddy Head Light House until his honorable discharge in 1955. Upon his return, Allen studied engineering at Ohio State University and was a member of the Triangle Fraternity of Engineers and Architects. He graduated with a Bachelor of Mechanical Engineering degree in 1959. Most of his engineering career was spent designing HVAC systems for commercial construction with Fosdick & Hilmer in Cincinnati, Ohio.
Allen met the love of his life Myrtle at a local dance. They married in 1973, shared their first anniversary with the birth of their son Steven, and recently celebrated 52 years of marriage.
Allen enjoyed photography, manicuring his yard, tinkering with engines and maintaining pristine cars. He gained that love to travel, especially exploring new destinations, and enjoyed spending time with his family on vacations.
