He was born in Moore, Oklahoma on September 23, 1935 to T.C. and Ruth Franks.
Billy married Barbara Jean Hall in Stinnett, TX on September 24, 1956. He attended the University of Oklahoma and graduated from West Texas State University, earning a bachelor’s degree in mathematics. After a long career with Pantex, Billy retired on January 17, 2000. He loved gardening, fishing and used to love the Dallas Cowboys. He was a lifelong conservative and had a deep passion for the scripture, spending countless hours researching to find the truth in the Holy Word. Billy had a rare sense of humor and had an infectious laugh.
Billy is survived by his wife of 64 years Barbara Jean, two children, Linda Kennedy and Ken Franks, six grandchildren and a sister Sarah. He was preceded in death by his brother Darrel Franks and his beloved dog Bandit.
