

Richard Francis Cullinan of the Herald Harbor section of Crownsville, MD passed away in January 2021 following a long illness. The son of a career Navy World War II Veteran, he was born on the island of Bermuda in 1952 where his father was stationed at the Bermuda Naval Air Station. His family relocated to Maryland in 1954 for a tour of duty at North Severn Naval Station when they established a long term residence in the Eastport section of Annapolis. Rick grew up in Annapolis (with the exception of a 20-month tour at Naval Air Station Newfoundland, Canada) and was an active member of Cub Scout Pack / Boy Scout Troop / Explorer Post 422 sponsored by Saint Mary’s Catholic Church and the Knights of Columbus. Following graduation from Annapolis High School in 1971 he worked as a carpenter while attending Anne Arundel Community College, earning his Associates Degree in 1975. He then attended Towson State College where in 1977 he received a Bachelor of Arts Degree in Marketing.
Upon completing his education, he returned to the construction industry, initially working as a Punchout Carpenter, Assistant Estimater, Assistant Purchaser and Assistant Site Manager. During his more than 37-year construction industry career he served in various construction management positions including Project Superintendent for numerous large-scale residential apartment, townhouse, office building, parking garage, and duplex/single family home projects throughout the greater Baltimore-Washington-Annapolis area. He worked for many construction companies including Harkins Builders, Horning Brothers, Oxford Construction, A&M Development Corp., R.R. Parks Inc. and Questar Builders Inc. He retired from Old Town Construction In 2014.
Rick is survived by his sister, Sharon M. Chaney and her husband Jimmy of Annapolis, MD; his brother, CAPT Robert L. Cullinan, USN (Ret) and his wife Kathy of Chesapeake VA; his sister Catherine A. Gillespie and her husband Tommy of Glen Burnie MD, seven nieces and nephews; and twenty great nieces and great nephews.
He is predeceased by his parents, William F. Cullinan and Marie E. Cullinan of Annapolis and a nephew, J. Sean Chaney of Baltimore, MD.
