

He was born to parents, William Emmett Brooks Jr. and Edward Archibald Brooks in Birmingham Alabama on March 29, 1947. Bill attended schools in Brewton, Alabama and Zionsville, Indiana. He graduated from Castle Heights Military Academy, Lebanon, Tennessee in 1965. He then went on to become a member of the graduating class of 1969 at the United States Naval Academy, 21st Company.
After graduation he became a surface warfare officer. He served aboard the USS Norris, USS Bronstein and the USS Vreeland. While stationed on the USS Norris in Newport, Rhode Island he met Linda Sullivan who would become his wife of 55 happy years. While stationed on the USS Vreeland Linda and Bill lived in Athens, Greece for 2 years. His final tour of duty was as an instructor at the United States Naval Academy. He became very involved in the sailing program. As a coach he took crews of midshipmen on many east coast and Chesapeake Bay races as well as to Bermuda.
He received an M.S.A. in Finance and Industrial Personnel Management from George Washingon University in 1979. In 1980 he joined Booz Allen and Hamilton where he became a partner and created The Space Systems Practice. In 2001 he started his own consulting practice, Aldebaran LLC, where he continued working on projects for NASA.
His work in the Navy and with Booz Allen and Hamilton took him around the world. He traveled to the far East, through Europe and inside the Arctic Circle where he worked with the Norwegian space agency.
In retirement he loved fishing with Will, reading books about Arctic exploration, refinishing furniture and custom woodworking. He loved making boxes and small tables. He was especially proud of the two dining room tables he made. He enjoyed spending time with Linda at their Bethany Beach condo. His love for dogs led him to volunteering at the Senior Dog Sanctuary in Severn, Md.
Bill is predeceased by his parents and sister Priscilla.
Bill is survived by his wife, Linda, son, Will, brother-in-law, Vince (Priscilla) Long, sister, Rebecca (Gregory) Watson and brother, Jordan (Lisa) Brooks and several nieces and nephews.
Bill’s final resting place will be at the United States Naval Academy’s Columbarium. The inurnment will take place at future date.
A ceremony will be held on Saturday, April 18 at the Providence Community Clubhouse. The address is 260 Providence Road, Annapolis, Md. Family and friends will be received at 10:30am. The service will begin at 11:00 am followed by a reception.
