

Bill enjoyed life to the fullest with his friends and family, and carried a sharp wit, a deep loyalty, and a love of music throughout his life.
Bill was preceded in death by his parents, Charles H. and Hazel Helsper of Falls Church, Virginia; his brother, Charles F. Helsper of San Diego, California; and his beloved wife and best friend, Linda Fox Helsper.
He is survived by his daughter, Morgan Massie, and her husband Don, of Reno, Nevada; his step-daughter, Amy Norton, and her husband, Jim, of Salina, Kansas, along with their children and grandchildren; and his beloved dog, Maggie, who remained faithfully by his side.
Bill graduated from Herndon High School in Herndon, Virginia, where he played drums in a band with his best friends, and developed a lifelong love and appreciation of music. He attained a Bachelor of Arts degree from Washburn University of Topeka in 1967, then proudly served in the U.S. Army for five years, earning the final designation of Captain, while serving in the Vietnam War. He was awarded two Bronze Stars and an Army Air Medal for his service.
While serving in the Army Reserves after returning home, he earned his Juris Doctorate from Washburn University School of Law in 1973. He began his legal career with the Department of Veterans Affairs before being appointed as a Federal Administrative Law Judge in the Hearings Office of the Social Security Administration. He served the citizens of Texas with dedication for 30 years before retiring in 2017.
A memorial service will be held in the chapel of St. Andrew's Anglican Church, 917 Lamar St., Fort Worth,
Texas, on October 1, 2025, at 11:00 am.
A private internment will be held at St. John's Episcopal Church in McLean, Virginia, where his family were longtime members and where he and Linda were married in 1987.
In lieu of flowers, the family requests that charitable donations be made to the Helsper-Boatman Scholarship Fund at Washburn University School of Law in Topeka, Kansas.
