John Thomas Miller, Jr., an attorney and father of nine children, passed away around 10pm on Saturday, June 8, 2019, surrounded by his family. John practiced law from 1952 until his retirement at the end of 2007, and served as an adjunct professor of law at the Georgetown University Law Center from 1959 until his resignation in 2009. John was born in Waterbury, Connecticut and lived in nearby Watertown. He graduated from Clark University (A.B. with high honors 1944). He served with the U.S. Army in World War II (1943-1946) during which time he also attended Purdue University, North Carolina State College, and Ball State University. John participated in the invasion of Okinawa as an officer in the Corps of Engineers and was awarded the Bronze Star for exposing himself to enemy fire to rescue a wounded soldier. He also served as an Intelligence Officer, Staff, The Engineer School, Fort Belvoir, Virginia (1948-1949). After the war, John studied law in Washington, D.C., Switzerland and France, earning a law degree from Georgetown University (J.D. 1948), and a doctorate in law from the University of Geneva, Switzerland (Docteur en Droit 1951). He also attended the University of Paris and the Academy of International Law at The Hague. After obtaining his doctorate, he took a post with the Marshall Plan Group (Economic Cooperation Administration) at the American Embassy in London (Junior Economic Analyst, Industrial Analyst, 1950-1951). On his return to the States in 1952, he took up the practice of law in Washington, D.C. In 1962, when he already had five children, and one on the way, John opened his own practice. Until his retirement, he practiced law alone or with an associate, specializing in energy law. He is a member of the Bars of the State of Connecticut (1949 - inactive) and the District of Columbia (1950); Supreme Court of the United States (1952); United States Court of Claims; several United States Courts of Appeals (2d, 3d, 5th, 10th, 11th and D.C.); and is a former member of the Panel of Arbitrators of the American Arbitration Association. John served as Chairman of the American Bar Association’s Section of Administrative Law (1972-1973), as President of the Federal Energy Bar Association (1990-1991), as President of the Prettyman-Leventhal American Inn of Court (1995-1996), and in the House of Delegates (1991-1993) of the American Bar Association. He served on the Panel on the Future of the International Court of Justice, the American Society of International Law. He also served as President of The Thomas More Society of America (1996-1997). As an Adjunct Professor of Law at Georgetown University Law Center, John taught courses in Trade Regulation, Corporation Problems, Antitrust Law, International Law, Energy Law Problems Seminar, and Deregulated Natural Gas and Electric Industries Seminar (1959 to 2009). He served as Associate Director of the Institute for International and Foreign Trade Law of Georgetown University (1962-1968), and was a Faculty Member of the National Judicial College, Reno, Nevada (1974-1983). Since the late 1970s, he has served on the Board of the Georgetown Visitation Preparatory School (Board of Advisers (1978-1994), Board of Trustees (1994-1996), Emeritus Trustee (1996 to present)), from which all six of his daughters graduated. He has served on the Board of Trustees of Clark University (1970-1976), the Board of Trustees of the DeSales School of Theology (1993-1997), and the Board of Governors of The Army and Navy Club (2000-2008). In 1992 John was invested as a Knight of the Sovereign Military Order of Malta, in 2010 he took the Promise of Obedience in the Subpriory of Our Lady of Lourdes, and he is the recipient of the President’s Award – Federal Association. John was a regular volunteer from 1992-2007 at the Gift of Peace Residence and Hospice in Washington, D.C.; he was former chair of the Federal Association's Lourdes Pilgrimage Committee. A recognized leader in his field, John has received recognition in Who's Who in America, Who's Who in American Law, Who's Who in the World, Who's Who in the East; "Best Lawyers in Washington," Washingtonian, February 1997. John has testified before the U.S. Congress on a number of occasions, and served on briefs to the Supreme Court of the United States, in one case obtaining a reversal on the merits of his brief and without oral argument. John has also written extensively. John resided in Washington, D.C. from 1952 until 2013, when he moved to Arlington, Virginia; a long time member of the parish of Annunciation Catholic Church in Washington, D.C. in 2013 he became a member of the parish at St. Agnes Catholic Church in the Diocese of Arlington where he served for a time as a Eucharistic Minister. John has nine children: Kent, Lauren, Clare, Miriam, Michael, Sheila, Lisa, Colin and Margaret; 14 grandchildren: Benjamin, Jennifer, Jason, Nathaniel, Kristin, Jessica, Caitlin, Alexandra, Phoebe, Ian, Madeleine, Annemarie, Becket and Johnpaul; and four great-grandchildren: Calvin, Caroline, Leon and Leo.
