

Born in Newark, New Jersey, on July 22, 1944, to Donald and Helen Burgess, Judy was raised in Short Hills, New Jersey. She was the loving younger sister of John Burgess.
Judy earned her undergraduate degree at George Washington University and later in life she received her Masters in Library Science at Catholic University. Her passion for books and knowledge led her to a fulfilling career as a librarian. Majority of her career she worked for Arlington County Public Schools, then after she received her MLS she worked for Arlington County Public Library.
Beyond Judy’s professional career, she was an avid tennis player, an usher at local theatres, and loved her Spanish Classes. She enjoyed traveling to new places with her friends and immersing herself in the culture of the country she was visiting. She was a lifelong learner and was always challenging herself with new adventures and experiences.
She is survived by her brother, John Burgess; her son, Donald Keen; her daughter, Shannon (Keen) Silverstein; and her cherished grandchildren, Caden Keen, Woody Silverstein, Tali Keen, and Lucy Silverstein. Her memory will be treasured by all who knew her.
A funeral service will be held at Murphy’s Funeral Home, 4510 Wilson Blvd, Arlington, VA 22203, on August 14, 2025, at 2:00 PM followed by a celebration of her life at Murphy’s following the service. All are invited to attend who knew and loved Judy Keen.
