

Dr. Westmoreland was a lifetime resident of Athens except for 13 years of his childhood that were spent on the family farm in Giles County, TN.
He was a charter member of the First Families in the Tennessee valley, and an honorary lifetime member of the Athens Jaycees. He was a Navy veteran of the Korean War and a member of the American Legion. He was a Licensed Professional Engineer and was among the first engineers hired by the U.S. Army to establish a single Army Metrology and Calibration Program. He served that program for over forty years in several capacities that included, Chief, U.S. Army TMDE Support Activity CONUS, Deputy Commander of the U.S. Army TMDE Support Group, Director of Engineering, Acquisition and Logistics, U.S. Army TMDE Activity. He was named a Distinguished Engineering Fellow by the University of Alabama College of Engineering and an Outstanding Fellow by the Industrial Engineering Department of the college.
He enjoyed history and genealogy. He wrote six family histories and published several historic family short stories. He used his artistic talents to draw many pen and ink sketches of historic buildings and to carve homemade walking canes and other sculptures.
He was preceded in death by his wife of 43 years, Jacqueline; grandson Nicholas Loggins; Parents Louise and Frank Westmoreland, Sr.; sisters Mildred Smith and May Lane Owens.
He is survived by his four daughters, Patricia Putman, Pamela Loggins (Ted), Paula Dawson (Daniel), and Peggy Schifano (Joseph), seven grandchildren, and two great grandchildren.
Visitation will be Monday August 28, 2023 from 6:00-8:00 P.M. at McConnell Funeral Home.
Funeral Service will be Tuesday August 29, 2023 at 10:00 A.M. at McConnell Memorial Chapel with Brad Smith officiating. Burial will be in Athens City Cemetery.
Pallbearers will be: Daniel Dawson, Ted Loggins, Joe Schifano III, Frank Putman, John Putman, Joe Schifano IV and Adam Wright.
