

Charles Robert Webb, Jr., MD of Austin died at home on Wednesday March 16. Chuck was born July 23, 1931 in Pulaski Virginia and grew up in Shaker Heights Ohio where he attended public school. After attending the University of Michigan, he graduated from medical school at Case Western Reserve and went directly into the army, where he served for 24 years in a variety of public health research projects, including assignments in Germany, Korea, Vietnam, Thailand and Malaysia. He was a Green Beret, a member of Special Forces and the 82nd Airborne Division. He was a war veteran and was awarded many medals including Legion of Merit, Bronze Star Medal, Meritorious Service Medal with one Oak Leaf Cluster, Vietnam Service Medal with four Bronze Service Stars, Republic of Vietnam Campaign Medal, Presidential Unit Citation, Meritorious Unit Commendation, National Defense Service Medal, Senior Parachutist Badge, Combat Medical Badge, and the Vietnamese Cross of Gallantry with Palm.
Following retirement from the Army, Chuck had a distinguished career with the Texas Department of Health as the State Epidemiologist and retired in 1995. At the Department of Health, Chuck was a champion of health services for the poor, an early advocate for AIDS and HIV programs and nursing home reform.
Chuck married Frances Ellen Worrall in 1952. They had a happy life including several tours of foreign service and travel all over the United States in a travel trailer. Frances died May 18, 1997. Their four children Charles III, J.S., Stuart and Audrey survive him. After retirement Chuck was active in a variety of charitable endeavors, including feeding programs for families and children, Meals on Wheels, Any Baby Can, CASA and working directly with young people. Chuck married Sarah Campbell in April 2006. They had a happy life of church work, friends, travel and peaceful evenings together.
There will be a memorial service at St. George's Episcopal Church, 4301 North IH 35, at 2 p.m. on Sunday, March 20, with the Reverend Kevin Schubert and the Reverend David Hoster presiding. Honorary pallbearers will be Herbert Dickson, Ralph Hausser, Kenneth Kroll, M.D., Richard Smith and James Wall. A reception will follow in Kleberg Hall. Services entrusted to Weed-Corley-Fish. The family requests charitable donations be directed to Meals on Wheels, the Capitol Area Food Bank, or the Outreach Committee of St. George's in lieu of gifts of flowers.
In addition to his children, Chuck is survived by his wife, his daughter-in-law Cindy Webb, his sister-in-law Marcie Webb, stepdaughters Jody Chang and Emily Palit, and an extended group of grandchildren, Xaq Webb, Lauren Webb, Jacob Webb and his fiancee Teresa Tseng, Brad Franklin and his wife Crystal, Austin Webb and his wife Christie, Addie Webb, Mei-Mei Chang, Ellie Chang, Phoebe Palit, Maya Palit and Theo Palit, and great-grandchildren Caden and Ayla Franklin and Isaac Walsh. In addition to Frances, he was preceded in death by his brother Donald Webb, MD and his nephew Tony Siciliano.
