He graduated from Stephen F. Austin High School in 1944 and attended Texas A&M until he went into the Army for Basic Training just prior to the end of WWII. In 1948, David was employed as an electrician at the State Capital in Austin where he met his future wife, Dorothy Johnson, who worked for a Legislative Committee. In March 1949, he accomplished both: Commissioned a 2nd Lt. and married his lady on March 4 at Camp Lee, Virginia. After six years of active duty in the Adjutants General Corps of the Army, David left the Army as a Captain but remained in the Reserves. He attended Texas Western College in El Paso (now UTEP) earning a BBA degree in 1956. While in college, he was a member of the International Fraternity of Delta Sigma Pi and Phi Kappa Tau Fraternity. David began a Civil Service career with employment at Kelly AFB and Randolph AFB in San Antonio. In 1963 he began to work with the Internal Revenue Service when the Regional Center was opened in Austin. In 1968 he was asked by the Director to take a special assignment to assist in the automation of the tax collection procedures in Brazil. This job lasted for several years with the training being done both in Austin and Brazil. In 1980 David retired from the Civil Service as well as the U.S. Army Reserves after achieving the rank of Colonel. David was preceded in death by his daughter, Barbara Neal Elliott McCown. Survivors include his wife of 57 years, Dorothy Johnson Elliott; his son, Thomas Morgan Elliott and wife, Julie of Plum, Texas; four grandchildren, Brian Richard McCown of Amarillo, Robert Thomas Elliott of Taylor, Catherine Anne Elliott and Randall Johnson Elliott of Austin; and one great-granddaughter, Madison McCown of Amarillo.
