He was born in Houston, Texas to Jesse Devine, Sr. and June Devine on August 26th, 1928. Growing up in Houston during the Great Depression and World War II, his lifelong values were shaped by those events, resulting in great focus on his education and career. He served his country by joining the U.S. Coastguard at the age of 17. He was particularly proud of the fact that he was totally self-supporting after that for the remainder of his life.
Upon return to Houston, he completed his education at Rice Institute (now Rice University), graduating with honors at age 21. He became a CPA at age 23.
After working in public accounting for a few years he was tapped to be the Chief Financial Officer of a start-up company in which he was the 2nd man on the payroll. This company had only sulphur mining rights on an area of land in Mexico, and over the next twenty years Pan American Sulphur Co. was built into a hundred million dollar corporation, at which point the Mexican government purchased it.
During his tenure with Pan American Sulphur Co., Raymond became well known in the sulphur industry, and after a short time, he was asked to become Executive Vice President of Freeport Sulphur Co. in New Orleans. During his ten years there, he participated in substantially increasing the company's income which enabled him to retire to Austin in 1986 at age 58.
Shortly after moving to Austin his first wife passed away. After a few years he was fortunate to meet, fall in love with and marry Marilyn Buster (all at Good Shepherd Episcopal Church) who also had recently been widowed. During the first ten years of their marriage they traveled the world. Their travels continued but as they grew older they became content just being together.
In addition to his parents and his first wife, he was predeceased by his son, Richard Devine. Besides his wife Marilyn, he is survived by a brother Jesse Devine, Jr. of Bryan, Texas; a daughter Karen Devine Andrews and her husband Hervey of Atlanta, Georgia; three grandchildren, Christopher Devine of Arlington, Texas, Brooks Roach of New York, and Holly Roach McCabe and husband Jay of Charlottesville, Virginia, together with three McCabe great grandchildren Joel, Afton, and Brooks. Raymond is also survived by his niece Charlotte Devine Kendall and nephew Danny Devine and his wife Delores.
A memorial service will be held at The Episcopal Church of the Good Shepherd on Saturday, July 25, at 11:00 a.m. followed by a reception.
Interment will take place at 1:00 p.m. on Monday, July 27, at Hillcrest Mausoleum in Dallas, Texas
