She was born on October 18, 1956 in Peoria to Harold and Viola Mae (Segler) Downey. She was preceded in death by her parents and one brother, Clifford Prather.
Surviving are her three siblings, Larry (Nita) Wilson of Ohio, Brenda (Carl) Theobald of Princeville, and Michael Downey of Bartonville; two nieces, Stacey Walker of Ohio and Beth Theobald of Washington State, one nephew John Theobald of Missouri; and four great-nieces and nephews, Jessica Wilson of Kentucky, Ethan Theobald of Missouri, Noah Theobald of Missouri and Gavin Theobald Missouri.
Debra worked in food prep with Hardee's in Bartonville and enjoyed collecting beads, art stuff and trinkets, writing poetry and spending time with her family. She also was volunteer with the American Legion for Poppy Day and was very supportive of our veterans.
A graveside service will be at 2 pm on Thursday, November 30, 2023 at Smithville Cemetery in Smithville. Davison-Fulton Bartonville Chapel is in charge of arrangements.
