
Following a valiant fight against cancer, she was called home by the Lord on Monday, April 19, 2010, at Baton Rouge General Medical Center-Bluebonnet. She was the senior executive vice president of Southern General Agency of Alexandria. She was 71, a former longtime resident of Alexandria and Baton Rouge, and most recently resided in Walker. Visiting at Rabenhorst Funeral Home East chapel, 11000 Florida Blvd., on Thursday, April 22, from 5 p.m. to 8 p.m. and Friday, April 23, from 9 a.m. until religious service at 10:30 a.m., conducted by the Rev. David Shaw. Graveside service in the Ponemah Cemetery, Bogalusa, conducted by the Rev. Kevin Arinder. She is survived by a daughter, Wanda S. Kelly and her longtime partner, Craig Brigalia, of Walker; son, Wade M. Smith, of Walker; sister, Belinda Loftin and her husband, Mark, of Bogalusa; brother, Steven Rayburn, of Baton Rouge; three grandchildren, Michael Watson and his wife, Heather, of Central City, Zachary Smith and his wife, Elena, of Urbana, Ill., and Shannon Smith and her partner, A.J. Smith, of New Orleans; two stepgrandchildren, Amanda Stein and her husband, Clint, of Zachary and Michael Kelly and his wife, Kristi, of Brusly; great-grandson, Dylan Watson; and four nieces and nephews, Tiffany Wall, of Sumrall, Miss., Drew Rayburn, of Tylertown, Miss., and Shantelle Herrington and Melanie Penton, both of Bogalusa. She was preceded in death by her mother and father, Cleo Scroggs Sticker and Prather Duncan; and grandparents, Maude and Roy Scroggs. Charlotte was a member of Parkview Baptist Church, Alexandria. She was a pioneer in the insurance industry and was loved by many.
