

Tom grew up in Little Rock, Arkansas, where he began what would become an amazing life of adventure. In the 1970s, he moved to Louisiana, where he flourished as a lobbyist and established a distinguished career that left a lasting imprint on the state.
Throughout his career, Tom played an instrumental role in shaping policies that continue to impact Louisiana families, students, and communities. His work at the Capitol reflected not only his knowledge of the legislative process but also his deep commitment to improving opportunities for others.
Among his many contributions, Tom was a driving force behind the passage of the Taylor Opportunity Program for Students (TOPS), a landmark program that has enabled generations of Louisiana students to pursue higher education. He also played a pivotal role in advancing Multi-Parish Banking legislation, modernizing Louisiana’s financial landscape and strengthening economic growth across the state.
Colleagues and legislators alike admired Tom for his integrity, determination, and ability to bring people together across divides in pursuit of common goals. His tireless efforts exemplified the best of public service, even from outside elected office.
Tom’s favorite times happened at Staymore, his cabin in the Ozark Mountains, where he would host large groups of friends and family and tell all of his great life stories. Some of his favorite past times were playing golf at the University Club, NY Times Crossword Puzzles, and having a nice cigar. He also especially enjoyed his breakfast group that was often times referred to as the Waffle House Institute of Higher Thinking.
Beyond his professional achievements, Tom embraced life fully. He traveled the world, exploring places as far-reaching as China, Venezuela, and the plains of Africa on safari. With a zest for life and a spirit of adventure, he truly loved every minute of his journey and inspired others to do the same.
Tom is survived by his loving wife, Linda Spradley, his daughter Jennifer, and his 3 sons Scott (wife Annie Spradley), Jonathan (Fiance Gabby Villemarette), Matthew (wife Kristel Spradley), his cherished grandchildren Summer, Tommy, Jay, and Marley, and his brother Mark Spradley (wife Laura Spradley). He was preceded in death by his Father, Ples Spradley, his Mother Mary Smith Spradley, and his brother Jimmy Spradley .
He will be remembered not only for his professional accomplishments but also for the devotion he showed to his family, who were the pride and joy of his life.
Services will be held on Wednesday October 8th, at First United Methodist Church in Baton Rouge (930 North Blvd, Baton Rouge, LA 70802). Visitation will begin at 10:00 AM, followed by a Memorial Service at 11:00 AM.
In lieu of flowers, donations to the Boys and Girls Club of Baton Rouge would be appreciated.
