

Steven A. Carter passed away on December 22, 2024, at the age of 70. He was born on October 10, 1954, in Bloomington, Illinois to the late Jesse M. Carter, Jr. and Doris Lyle Carter (Sheppard). He spent his childhood in the area until he was stationed in England with the Air Force where he achieved a rank of Sargeant and was honorably discharged in 1979.
He graduated from Bloomington High School in 1973 and married Debra Dubson on May 17, 1975.
Steve worked for State Farm, in law enforcement and retired from the City of Bloomington. Steve and Debbie retired to Newport, Tennessee in 2016.
He was extremely passionate about his Faith, music and art. However, he was the most passionate about his family, especially his wife of 49 ½ years, 2 daughters and grandchildren.
Steve is preceded in death by his Parents and sister, Tanya Graham.
Survivors include his wife Debbie Carter, daughters Amanda Christianer (Christopher), Stefanie Anderson (Patrick), Grandson Joseph Carter Brown, Granddaughters Annabelle Anderson and Kinnsley Anderson, “bonus” grandchildren Lilly, Hailey and Christopher, Jr. Christianer, sisters Cindy Strauss (Jim), Mary Able (Brian), Tammy Gentry (John) and many nieces and nephews.
The family would like to thank Smoky Mountain Home Health and Hospice of Newport for the care and compassion they showed during Steve’s final days.
Family and friends are invited to attend a Celebration of Life led by Pastor Paul Moore at First Free Will Baptist Church at 188 Jimtown Rd. Newport, Tennessee on Sunday December 29, 2024, at 6:00pm (Eastern Time).
An honorable, military graveside service will be held on January 25th, 2025, we will gather at 1:30pm (Central time) in the Chapel of Memories at East Lawn Memorial Gardens Cemetery at 1002 Airport Road Bloomington, Illinois. Reverend James Warren will officiate.
Directly after the graveside service, please join the family for a Celebration of Life at the Eagles located at 313 S. Main Street Bloomington, Illinois.
