

Arsenio was born on 23 December 1945 in Cariño, Paniqui, Tarlac, Philippines as the son of Teofimo Robles Ramos and Leonor Bala Gonzales, he has three sisters Cleofe Ramos (Echevarri), Gloria Ramos (Valdepeñas), and Virginia Ramos (Subia); and three brothers Renato (deceased), Efren, and Danilo. In November 1968, he enlisted in the United States Navy out of Subic Bay, Philippines, where he honorably served 24 years of active duty service as a mess management specialist. Despite the many hardships throughout his career, he demonstrated resilience, perseverance, and strength. These have become notable values that molded the foundation of his life, guided him to success as well as his family. He is predeceased by his late brother Renato Gonzales Ramos.
After serving, Arsenio assumed duty as a mail handler for the United States Postal Service at the local post office in Carmel Mountain Ranch, CA and retired after 19 years of federal service. Post-retirement life, he dedicated most of his time to his family, watching his favorite sports such as basketball, football, and tennis as well as his favorite game shows like “Family Feud” and “Deal or No Deal” and taking a trip down memory lane with reliving his childhood through vintage Filipino action movies starring key actors like Fernando Poe Jr. (FPJ) and Eddie Garcia, to name a few. He was also an avid karaoke singer, one of the biggest fans of Engelbert Humperdinck, enjoyed trips to the casino, and eating at his favorite restaurants Phil's BBQ and Rockin' Baja Lobster. He will always be remembered for his stoic character, his quiet strength, his diligence as a breadwinner, always extending his hand financially and emotionally, and the unconditional love he showed for his family.
He is survived by his wife of 44 years, Leonila Madayag Ramos; his children Armie Ordoña Ramos, Melannie Madayag Ramos, and Charmane Ramos Bayquen and Porcie Ramos and; his 7 grandchildren Joemiel, Joemar, Joemarie, Joeniña, Germane, Baron, and Richard Jr.; as well as 4 great-grandchildren Maria Theresa, Princess Samantha, Amara Ysabel, Amire Ylonso, and Princess Sabrina.
The Ramos family would like to thank all of the clans of our extended families, his primary doctor/family medicine physician Dr. Ricky Ochoa, MD from Kaiser Permanente and Dr. Eric J. Olson, MD, Internal Medicine from the Chula Vista VA Clinic as well as his at-home caregivers Mia and Ashley for their tender, loving care and support.
Arsenio’s legacy of courage, wisdom, strength, and honor will forever live on in all those who knew him.
Services honoring Arsenio will occur on Monday, August 25, 2025 in the Chapel of Roses at Glen Abbey Memorial Park 3838 Bonita Road, Bonita, CA 91902. Beginning with the Rosary at 10:00 am -10:30 am, visitation from 10:30 am -12:00 pm, funeral service at 12:00 pm followed by graveside at 1:30 pm at Glen Abbey Memorial Park. A reception will immediately follow at the Bonita Golf Course 5540 Sweetwater Rd, Bonita, CA 91902
