Juan A. Albano Sr was born on May 6, 1916 to the late Vice Mayor and Mrs Eugenio Albano of Bacarra, Ilocos Norte Philippines. He attended Bacarra Elementary School, Ilocos Norte School of Arts and Trade and University of the Philippines College of Agriculture Los Banos Laguna, Philippines. He was married to the late Regina Gervacio Albano. During World War II, He was a Captain Infantry USAFFE attached to the Walter Cushing Guerilla Unit. He was awarded numerous medals and was a Purple Heart recipient. He was blessed with six children by marriage and one out of wedlock.
In 1968 he was elected Municipal Councilor of Bacarra, I.N. He was re-elected in 1972. He immigrated to Hawaii in 1977. He worked for Host International in Honolulu, HI. He retired in 1985 and moved to San Diego, California to join the rest of his family. He was a San Diego resident for twenty- eight years. In 1995 he married Alice Augus of Tabuk, Kalinga, Apayao, Philippines. They were divorced in 2005.
He had twelve grandchildren and seven great grandchildren.
