Son of Francisco and Elena Vale Cruz, he was born on March 20, 1946, in Cavite City, Philippines. He graduated from Olongapo City National High School (formerly Jackson High School) and enlisted in the United States Navy in 1966. He progressed his way up the ranks from an Undesignated Seaman to Steward and ultimately to Storekeeper Chief Petty Officer. He served proudly through many conflicts, of note, during the Vietnam War in support of riverine warfare and in Operation Praying Mantis (1988) to retaliate against the Iranian mining attack on USS Samuel B. Roberts. After 26 years, he retired from Active Duty Naval Service in 1992. He continued to serve the United States Navy by working at Public Works Center, Naval Station, San Diego. During his retirement years he travelled to the Philippines, Spain, Morocco, Portugal, China, Japan, and all over the United States, but he mostly enjoyed spending time with his granddaughters Eliana, Ashlyn, and Seri.
Leo was a deeply beloved husband, father, grandfather, uncle, cousin, brother, and friend. He passed away after a 9 year battle with cancer.
While we lost our most beloved dad, many have lost a friend and loved one in him. He is survived by his wife, Lucila, and his two sons, Ian and Adam.
